Friends of Haystack Rock (FOHR) is a 501(c)(3) nonprofit located in Cannon Beach, Oregon.
Our mission is to promote the preservation and protection of the intertidal life and birds that inhabit the Marine Garden and Oregon Islands National Wildlife Refuge at Haystack Rock. We do this in cooperation with the Haystack Rock Awareness Program (HRAP), other partners, and the community.
FOHR was started in 2004 by a group of concerned citizens committed to educating the public as well as protecting and preserving Haystack Rock and Marine Gardens for future generations. We are grateful for their vision, inspiration, commitment, and continued support to protect this special place.
In response to the dramatic decline in the Tufted Puffin population, FOHR has made Tufted Puffin research, recovery, and conservation a priority. We accomplish this by educating thousands of residents and visitors, hosting conservation lectures, funding puffin research and seabird monitoring, and sponsoring wildlife viewing events.

If you see a red truck and red jackets on the beach at Haystack Rock it’s HRAP! A program of the City of Cannon Beach (with support from FOHR), staff, and volunteers educate thousands of visitors and protect wildlife at Haystack Rock daily at low tide from February through November.
Haystack Rock is part of Oregon Islands National Wildlife Refuge. It is one of 1,853 rocks and islands along Oregon’s coast that is managed and protected by the USFWS. As a Friends group recognized by USFWS, they are a key partner in helping educate and protect Haystack Rock.
The mission of the Oregon Parks and Recreation Department (OPRD) is to provide and protect outstanding natural, scenic, cultural, historic and recreational sites for the enjoyment and education of present and future generations.
Protecting and enhancing Oregon’s fish and wildlife and their habitats for use and enjoyment by present and future generations.
In 2022, FOHR provided funding to National Audubon Society’s Seabird Institute to create a Tufted Puffin coordinator position based on the West Coast. This effort is focused on the California Current - Oregon, Washington, and California - and works to support and coordinate stakeholders involved with advocacy, education, research, and conservation to stop the decline of Tufted Puffins and improve long range viability of the species in their southern range.
Their mission is to inspire all people to love and protect birds, wildlife, and the natural environment upon which it depends. At Haystack Rock and the rocky shore intertidal habitat, they lead Black Oystercatcher monitoring, a species of high conservation concern. They are also key partners in Tufted Puffin education and advocacy.
In addition to their role as the Northern Oregon/Southern Washington Marine Mammal Stranding Network lead, Seaside Aquarium supports Friends of Haystack Rock through board membership, volunteer support, fundraising, sponsorship of programs, and administrative and physical space support.
We partner with other local environmental conservation and educational entities in the northern Oregon coastal area.
FOHR is guided by a volunteer board of directors and advisors consisting of committed community members across Orego Board of Directors typically meet monthly.
